Howard has been speaking to reporters in Westminister, largely on public services.
Then, echoing Mr Blairâs comments about the forthcoming EU constitution referendum campaign, he added: "Let battle be joined. Letâs argue our case. I just make one plea: Letâs just this once have the kind of grown up, mature debate on this subject that politicians always ask for and rarely deliver."
