...and the changes are significant. Ahern might glibly say that the constitution is 90 percent unchanged, but the ten percent that has changed makes all the difference.

At first reading, some of the changes substantially increase the power of the European Union - especially (but not exclusively) in the field of foreign affairs.

More to follow - so much for an EU-free day.
