Portugal, home of the incumbent Commission president,
has almost ratified the
Constitutional Reform Lisbon Treaty. Well, its parliament has approved it and the president, Anibal Cavaco Silva, will, we assume, append his signature.
Needless to say, ComPres Barroso popped up to congratulate them. This must be number nine, unless my arithmetic is sadly awry.
