We seem to have regressed to an early Mediaeval monarchic polity when the serfs of the benign (or not) monarch petition him (or her) for relief from their problem. First we had Guido Fawkes's (no, I will not link to him) petition to get rid of the elected Prime Minister. Now we have the far more sensible Tim Montgomerie setting up a new site, called
